Some babies just don't like the idea of being hrnessed in facing the back of the seat.
I would suggest getting one of those interactive mirrors that velcro in front of him so he can see himself, also you might want to try music in the car that will help him take his mind off of the fact that he is in the car seat.
It might also be the position of the car seat. my nephew hates being reclined and would absolutely go crazy in the car so se bought this head pillow thing that slides onto the car seat straps..it elevates his hed a little more so he doesn't feel like he's lying back or being put to sleep.
Good luck
**I got you some tips from ivillage:
Try putting him in the car seat at home for ten minutes at a time while you gain his interest with visual patterns, other toys, singing or music. Don’t be put off by his initial protest. Instead, trust that by singing or directing his attention towards his car toys, he will calm down. Play with him for ten minutes, then take him out before he tires of it. You will be teaching him that the car seat can be a fun, safe, and at the very least, tolerable place. Simply the act of putting him in when you are not under stress to go somewhere will allow him to get used to the seat.
Develop these strategies at home. Then transfer them to the car, with someone else driving and you sitting next to him diverting his attention to the toys. Finally, begin taking short trips despite his initial protests. Give him his toys, all the time saying with as much conviction and calmness as you can muster, "You'll be okay. Mummy needs you to sit safely in your seat while we drive to the shops."
He will learn to fit in with you eventually. His ability to adapt to your needs will increase as he grows.

My son did this for a long time. Do you still have him in a rear facing car seat? This was the problem with my youngest. He wanted to see what was going on and the feeling of riding backwards made him uncomfortable. We had to just put up with it until he was big enough to turn around. Now he LOVES going for rides in the car. You also might want to check the straps on the car seat to make sure they are snug but not too tight.

My daughter was the same way. She hated the car seat and the feeling of ebing restrained and/or not being held by us. She eventually outgrew it and it got much better when she was able to turn around at a year old. Try to keep car rides short, whenever possible. Short breaks at rest stops worked for longer rides. Also, keep trying what you are doing. It does get better.

My son will be one on the 6th and he is the same exact way, I feel he doesn't like being confided in the seat. Even though we give them toys and bottles they just want to get out and play. Maybe try letting him look out the window that helps sometimes with my son.

He would rather be held...not restrained. My son is 5 months...and almost everytime we strap him in he gets upset...but as soon as we pick up the car seat and walk to the car he stops...same if we put the carseat on the stroller...he just doesnt like to be strapped down and doing nothing.

Take the fabric covering off the car seat and see if there is something poking at him or something that may make him uncomfortable

perhaps get some suggestion out of your son's pediatrician. Get some literature from the docs place of work on vehicle seats, a even as and weights. i wish it enables, i comprehend they say that toddlers might want to sit down in a booster seat till they're one hundred lbs. of route, this is after the youngster grows out of their vehicle seat. best of luck!
