i want to go to fortlauderdale, or miami, but am on a budget. everyone suggests off peak season but when is that exactaly?

If you want to avoid Peak Season (which is normally summer, spring break and christmas times) I'd suggest November (the week before thanksgiving is always good for CHEAP airfare) and late august if you prefer summer to go.
