If they receive other benefits they will have other things to value other than just the wage. Like $7 an hour or $6.50 an hour with full medical and dental. The lower wage option might be more attractive. This may not be what the mean by non monetary benefits, but it is the same with say flexible hours.

Training isn't the right answer. More training means more skills and limits the number of people who qualify for the positions. All will increase the wage.

c. If you have to train them they start at a lower wage.
That answer seemed least similar to the others.
