I don't think you're thinking of Toy Story.
I remember an old movie that wasn't animated (it was puppets or something) where the toys came to life, but they became frozen or something when they were caught by a person not in the spot where they had been left. Then there was a part with a rescue mission downstairs (and a mouse was one of the main characters, right?) and by the Christmas tree they meet one of the new toys and she's this scary witch-type doll or something....and at the end Kermit the frog is in it?
Okay, it's obviously been AGES since I've seen that movie, but is this the one you're talking about? My parents have it still, I'll ask my mom and do some research and then add to this posting once I find out.
I FOUND IT!!! It's called "The Christmas Toy."

I know which one you're talking about and it's not Toy Story! I wish I could remember the name but I don't. I tried looking it up but couldn't find anything. It was a movie that was out when I was a kid - waaaaay before Toy Story!
