If you feel that he has been inappropriate, then it is proper for you to contact the authorities. Many have a hard time questioning the actions of a person of authority, but they need to honor that trust with their actions.

I don't think so much they are afraid of the minister, I think they are afraid of the congregation. Think about it; if it isn't on tape, audio/video who is going to believe it? If you have witnessed it has someone been with you as another witness? If yes, then remember you are safer in a group, it still applies today. Better yet there are people under the minister, get one of them to come with you to witness what you think is wrong.

If it's for the reason you stated, the people bringing charges would look stupid. It's not out of bounds to hug parishioners or have young girls in their office.

Know if they are doing illegal acts to the young girls then if that information is not being reported, you have some real fools in the congregation!

b/c being someone of that stature it may be hard to prove such actions. it'll most likely be a case of 'he say, she say'. one, who is such violated, should be able to feel the serenity in being able to tell what the minister did and be believed in and it's sad to say that majority of the time that does not happen.
