It's the episode where the Cardassians join the Dominion and Warf Garak and Bashier are in a prison on a meteor. In the cell with them is a character that looked like Princess Leia in disquise at the begining of The Return of the Jedi when she threatins so blow up Jabba. Is this similarity intentional, coincidence or and I just seeing things?

The species are known as the Breen. Yes, it does look like the same as what Leia wore but there is a reason to that. The costume idea was modelled on Return of the Jedi, but the species are not meant to be the same. It was done as an homage to Star Wars. The Star Wars universe and Star Trek universe are not the same.

No, it's a Breen. Keep watching through till the end of the series. The species will later play a pivotal part of the show.
