Guerilla marketing... Fliers, door knob hangers, etc. The wacky part can be what you put on those fliers. It's super cheap, and you can reach a large target audience.

Let me guess. Some time ago you asked here about a name for a book shop. Then you asked for a name for smoothie bar. Then you asked about a slogan for smoothie bar. It looks like you're inclining more towards the least. If it is so, here's a proven way to promote a new bar\caffee.
1. Create some nice flyers. They should contain information about your menu, special offers - and the most important - about FREE degustation of certain snacks/drinks/cocktails on a certain date and at certain time.
2. Take your local map and create a circle with your bar in its center. The size of this circle shouldn't be more that 5 minutes walk.
3. Research the office centers, companies, shops with large amount of personnel etc. within this area.
4. Visit those places and advertise your bar, giving flyers/booklets to everybody going in\out of the building.
Once people try what you offer and they like the place - they'll be going there for sure.

In the town where Iive - there's a guy on a bicyle (it's very low to the ground) and he has sign on top of the cotraption advertising - whatever. He rides it from corner to corner at a very busy intersection. Cheap and whacky.

Not whacky - but cheap and sensible - the DIY websiteboffin websites are good value and easy to manage. What you put up there can be whacky!

A funny or unusual name for the company. Advertise in Supermarkets, yellow pages,leave business cards in hotels and pubs also in the back of taxis.
Phone up a newspaper and if your business is wacky or unusual they will do an interview .

well creative ideas work best, rather than just wacky, as other have said make sure this is "right" (targetted) at your customers, rather than just cos you want to do it.

Effective PR is good, almost gives you idependant credibility, so u can do something around that and get PR to bring along a photographer for the day. Other than that its about your business and your market.

Make T shirts advertising your business and give those shirts out to people and pay them a certain amount to where them.

Another excellent way is to wrap your car in those vinyl coverings or use the magnetic sticker on your car.

A car near where I live has these business cards stuck to it. Magentized. People can come up and take one if they like. Its for a balloon bouquet business.
