Sure you can, as long as you have enough cash to cover the cashier's check and the fee the bank charges for the check. My bank charges $5.00 for a cashier's check, just to give you an idea of what you can expect.

Since 9/11 some banks don't sell drafts to non-customers to avoid money laundering. However you can get a money order at Western union, or the post office. I work for a Bank, we don't sell drafts to non-customers and as far as i know most banks don't. The US government is very serious about the Banks activities now adays and the Banks are very carefull about transactions that customers do, even deposits. So I would advice you to use Western Union Or The Post Office. It's easier to get a money order.

Most banks will do this for free for a customer but charge for non customers. If you need a smaller amount get a money order

Key : you would need an direct deposit slip before getting any
money out because loans are very important matters first
were yourself must have approved with local bank only.

Yes, but you'll probably have to give them cash for the amount. If you're okay with that, there's no reason for them not to, although they might charge a few bucks for it (not many, though).
