cities are expanding and the places can be annexed into the city once the businesses are established. it happens here often. also, not everybody lives 'IN' the city and it is more convenient for those people to go to the places just outside of the city on their way home from work.

Because if it is built in the centre of the cities or towns they will have problems getting the piece of land big enough to build it even if they can afford to pay the exorbitant price, and next they will have problem of traffic congestion of cars driven by the customers.

Because the closer to the centre you are, the more expensive the land/property is and therefore any expansion would be difficult, both in terms of cost and space because you'll probably notice there are alot of skyline buildings in the city centre, this is because of this reason (very very expensive and very competitive). At least if it is a bit out of town, it is alot cheaper and there is more space.

The land there built on is cheaper out of town and easier for planning permission

San Francisco has a brand new shopping center on Market street is supposed to be huge!

It stops people shopping at the local town shops thereby closing them down and gaining a monopoly and getting more money they are OK if people have cars
