That depends. did the student try to learn? Did they listen and do the work? Whose fault is it that no learning was accomplished?

If a whole class of students learned nothing, then I would say that person is not a teacher. But a few students.... every class has them.

A teacher is a person who is apt to teach or have the skill to teach something. In a broad sense anybody who teaches somebody something is a teacher. And our first teachers are our parents. Before I even met my first teacher, my mother taught me Sundanese, which is the native tongue of the Sundanese people in West Java , Indonesia, and my father taught me Dutch or Nederlands. On the other hand, somebody can be a graduate of a University with a degree in teaching a certain subject, but does not work as a teacher or is already retired from his job. He is definitely still a teacher and has all the rights to be called a teacher, guru, chegu, laoshi, doctor, docteur or professor, etc., depending on where he or she lives.

That is like the tree falling in the woods question. If noone heqars it, did it make a sound? When a teacher teaches, students learn. They may not learn what the teacher was teaching, but they still learn. Therefore, your question is faulty because teaching implies learning.

As long as they attempt to teach they are a teacher. Think of Jesus and Mohammed and Budda, they taught tolerance, but no one really learned. They are still considered teachers.

You didn't ask a logical questions. If a teacher teachers, then they taught. If no one learns, that's their fault. By saying, "teaches," you've implied that they've taught.
