When you buy a Dual core processer in a computer stating 2.0ghz does this mean it 4.0ghz in total

No. Dual core means there are two brains within the processor. They both operate at the same processor speed. The speed would be 2.0GHz not 4.0GHz.

what dual core means is there is 2 cpu's inside of the processor package. lets say you buy an athlon x2 3800. its speed is 2 cpu's running at 2.0ghz a piece not 2x2=4ghz its 2 separate cpus both running at 2.0ghz.

technical yes, but to get the full usage out of a dual core u need to use some serious cpu usage programs like video editting, and playing a game like battlefield 2, since on some programs they will only use 1 processor core. which would mean the computer is working at 2ghz
your computer doesnt combine both processors on 1 application.

Yes but it will only use 2ghz on one program at a time. If you use more than one thing at a time - ie video compressing while you are on the internet, you will notice a big difference
