front end -HTML,javascript
back end - JSP,JDBC
Webserver - Apache tomcat,weblogic
Database - SQL,mySQL,Oracle.
This is the most efficient one

It depends on what you need the website to do. However front end I recommend using a WYSIWYG editor such as dreamweaver and for whatever backend you are doing you can use php/mysql just depending on what you need.
