The first poster is correct, I would only add that you should contact your state representative or senator if it is a state law you would like to change.
Also, there may be an organization tackling this issue already. Seek them out and join their cause.

First you could speak with your local congressman and see if he is interested in your cause and will work on it. If he/she is not interested, then find a group of people or agency already in existence and ask for their support. If all else fails, start writing letters to other congressmen and spread the word. The Legal Aid Society or ACLU would listen too.

If you would like to change the laws, then become a politician, or become a lobbyist.
Write your Congressman if you would like a certain law changed on the national level.
