Our Deodar cedar was planted two years ago. Last winter the tips turned brown and the needles on the tips fell off. When summer hit the tree got lots of new growth. Now the tree is mostly brown again...is this normal? I'm just curious if this is a normal thing or if it might be dying.

Many cedars (in fact, most) have some color change in the fall. If this is the 3rd year coming up I'd say there's nothing wrong with it. This coming 2nd spring will tell for sure. If you get lots of new growth you just have one of the varieties that turns brown.

Well if it had "lots of new growth in summer" it isn't dying, it just apparently goes brown in the winter.
