She is a cheerleader who hollers back to the main cheerleader. The main cheerleader would say "GIVE ME AN A" and the holler back (hollaback) would yell back " A". In this song it refers to the main character not being second best, but is out in front--like the main cheerleader.

It's a ghetto word for a girl who "hollers back", that is, returns a phone call or makes a phone call in response to an in-person request; a woman who is receptive to a man's sexual advances.
