If its REALLY bad you should call up some of the other parents and complain to the school. They would need to investigate the situation further.

Before dooing any petitions or anything, it is important to follow due process. First you need to go to the teacher in question and voice your concerns with her communication style. If she ignores your comments or says something derogatory in response, you should then go to her principal with your concerns. The principal will then call her in for a meeting and probably place her under observation or put her on an improvement plan. If the same problems continue, the principal will then recommend the teacher's termination to the school board, and that is how that works. Petitions really won't do much good- in fact, they may anger the higher-ups on the school board because they like for there to be a system that gets followed to terminate a teacher.

Are you a student? The answer is no. Are you a teacher? You need to talk to your administration. Are you a parent? Talk to the administration about your concerns, please document incidents. Do not take this the wrong way, but looking at your grammar and language skills, your communication is terrible. If you are the student, depending on your grade it's not acceptable.

it depends, are you in college or highschool, or what? In college, you could speak with the dean of that department, and bring up your concerns (more effective with people to back you), but don't ever get angry. You can't force them to resign, but you can have their superviser evaluate them, hopefully that will make them improve.

Students have no rights where this is concerned.
