I used to work at comcast, and we had a tool (can't tell you the name). I CAN tell you that this tool allowed you to open up the inbox of an email address, any email address (searchable by name, address, email address, you name it). Mind you, NOT to see what is in the inbox, but basically test authentication.
There's no way to trace who is using the tool, or when they're using it, but during authentication it would certainly boot out anyone trying to retrieve their mail (resolves in a pop3 error) if using a client like Outlook. This doesn't affect webmail.
But again, there was (since I last worked there) no way to really monitor people abusing it. Because really, doing something like that would require some dedication to make your life miserable.
And finally, there was another tool (Auspice VSM) where you can poll the modem and knock it offline with a reset. Again, no way to track who does that, AND realistically, it's harmless because again it requires some dedication (the tool is extremely slow). Modems are pollable by MAC, IP, address... and the MAC address can be found with the above mentioned tool.
It really depends on the ISP, the situation, and the errors you're getting. But he's certainly not paranoid, by any stretch of the imagination.

You're really insecure, aren't you? You're wife can't do anything even if she tries. Firstly, it could cost her not only her job, but could also land her in prison. Next, it would require help - she couldn't pull it off alone. Considering the risk associated with it, I'm sure that nobody will dream of doing that. So that leaves us with two possibilities - a) Your ISP is really cruddy.
b) There's a hardware problem - either the cabling or the interface - again an ISP related issue.
Not your ex. You can forget about her.

If she is doing what you say you think she's doing then alot can happen to her.
1) your company can sue her company for impeeding your work.
2) she can get fired.
3) her company can charge her (law suit)
4) she could go to jail.
As for seeing if she is? It's impossible. Your using their servers to connect. You have no way in to track HER steps. Ask your coworkers if they are having the same issue. If they are then disregard your concerns. If they are not then speak to a manager or person above you to seek some help.

Sounds like a bad ISP, not something that someone could affect; There are ways to watch your activity, but unless she locked you from your account or changed the password then you should not have any trouble logging in.

you need to get someone from the isp to come by and watch you try to sign on and let them see the problems you're having. make sure you get someone that will not tell her what he is doing. You might also ask you employer to change companies

In reality the constant errors are probably due to some other force of evil. If you are the only one having problems, I would suggest running a good anti-virus and adware removal tool. Hope this helps

The only way she could be tracking you is if she is part of the Cruddy Co's IT tech team or a programmer. OR, could she have your user name and password??? Not likely, eh?

There is no way she could cause problems for you unless she knew your IP address...then she could block your specific IP address from accessing the internet. But unless she is an IP engineer and has access to the management systems on the routers... she can't do sh*t.
She also has no control over your login of your local computer....
what is her specific job?

first you need to keep a journal sounds gurly but keep one next if you have any problems you need to keep note on them call the company that she works for and then ask for some type of help with it. i know that you are not to record peoples conversations with out them knowing but then record it. next if you keep on having problems tell your boss and then see what he could do i know this because i have sued someone before because they were messing around with some stuff.

Sounds like a cruddy company. If she was doing anything to you it would be illegal, against her job position, etc. so she would be in much trouble.
Try changing your user name/access name to something that has nothing to do with you so she doesn't realize its you.
