The real meaning of the lyrics go back to 1978 when a Scottish rock band called the Skids released the song. The writer of the lyrics(Richard Jobson) was at the time writing about a friend who had joined the army and was killed on duty in Northern Ireland.

It meant that the singers were trying to picture themselves as a victim of the New Orleans tragedy and Bono and Billy Joe would be the ones surrounded by victims of the similar situation, and they'd be waiting for help to come in (help being the National Guard or the Army)
