Agreed that The Jam were not a "Mod Revival" band, although heavily influenced by the Mods of the 60's, as were many Punk bands.
If you ask about Mod Revival, then there were good ones and it was not a joke. Usually people who don't know Mod Revival well say that, or it just became fashionable to pooh pooh it. However, like many things, it is down to personal taste. For me it was:
1)The Chords
2)The Purple Hearts
3)Back to Zero (Finally released their album and is amazing!)
4)The Name
5)The Killermeters
6)Secret Affair
7)Small Hours
8)Small World
9)Long Tall Shorty
10)The Times
However, there were so many bands that were listened to by Mods, but did not call themselves Mod. E.g. Q-Tips, Nine Below Zero, Fast Eddie, The Cheaters. Then there was the 2nd wave, including bands such as The Prisoners and Making Time.
Now you could ask, what about Ocean Colour Scene, Blur, Oasis, The Marksmen, etc.
Such an open ended question.

For a start the jam were not a mod band, they could just about be classed as revivalist although they differed a lot from groups such as the purple hearts (probably why they sounded so much better). they were originally part of the punk scene (which was mod influenced) the sex pistols' glen matlock loved the small faces for example and nicked a few of their riffs.
the who were not a proper mod band either. their manager decided that it would be good for sales and exposure if the band 'converted' to the mod scene. the only one of the who close to being a mod was daltrey.
the best mod bands were the Small Faces, The Creation and The Action. they were mods before making music which i think is the main qualification. the other best mod stuff was all the black soul and blues from america.

The Who from the original mod scene, then it has to be The Jam from revival, Secret Affair don't even come near.

I agree with the guy above. Jam are not bloody mods get it through your sculls! Mod revival sucks so much that its just a joke. Don't get me wrong the Jam are a great band, its just ridiculous that anybody can call them a mod band. The Small faces are the greatest mod band of all time, (probably the greatest Rock and Roll band of the 60's) but that only includes their Decca records and the Immediate stuff is not Mod (tin soldier, itchycoo Park, Lazy Sunday Afternoon.) On the American side you shoud try and get Soul Master/25 miles by Edwin Starr (that guy was genious- he combines the Southern Soul of Otis Redding with the sound of Motown.) Worthy of mention; Otis Redding himself, Birds (British band), Easybeats (Aussies' greatest) Spencer Davis Group, Sorrows, Impressions, Bobby Hebb, Kim Weston, Brenda Holloway, Smokey Robinson, Isley Brothers, James Brown, Sam and Dave, Wilson Pickett, Etta James, Ike and Tina Turner, Temptations, PP Arnold, John Mayall and the Bluesbreakers, Dells, well I could go on...
