I watched this on an episode of Jericho a couple of weeks back and I have googled it also, but can not find out how to do this. We thought this would be a really good original kind of project (tired of volcanoes).

You can make an endothermic reaction. I have used barium hydroxide and ammonium thiocyanate. I wet the bottom of the beaker and place it on a piece of metal (like keys or something small. I mix the two white solids together, whilst keeping the beaker in direct contact with the metal. It becomes so cold that the water on the outside of the beaker freezes the keys to the beaker.

Caution: Ammonia will evolve from this experiment, which has a strong odor.

Here's a safe endothermic reaction experiment. Uses cirtic acid. which you can make by disolving vitamin C tablets
You can demonstrate cooling but I don't know about making ice

I've watched Jericho as well - let us say there is a lot of poetic license taken. If you watched the episode with the library fire ask your self how many town halls located cross town just happen to have the library power switch in there basement .

Use the chemical ice packs (the kind you break a bag and shake the liquid inside a container). Put the water in a small metal container (it conducts heat better than plastic) inside an insulated container and stack the ice packs around it. If you use enough it should freeze the water. You can buy the ice packs in most sports and outdoor stores.
