a dat file is basically a data file
it may be a text data
it may contain audio and video data

if it contains a text data open it with notepad and save in other format

if it contains audio data or video data you can use various convertors available on internet or use vlc

video lan classic it can transcode a file into other formats

DAT is a file type different programmers/programs use to store different type of data.

So converting them to a normal format (what?!) doesn't make much sense.

If you are talking about DAT files which stores video clips, just drag-n-drop them to windows media player or something which plays video clips in similar formats.

A .dat file can be almost anything. Try opening it in Notepad. If you know what type of program you need to open it (audio, video, text, etc.) you can download a viewer for it.

The general rule is do not change a .dat file. If you do, applications may well stop working. I wonder why you want to do this?
