Because the governments are addicted to the taxes they pay.

Dollars and cents.
I can't prove it but every fiber of my being tells me that the lawmakers that would be the ones to make such a law as to ban the manufacture and use of tobacco products; chiefly cigarettes, pipes and cigars, are some of the main individuals that profit from the manufacture, sale and consumption of these products.
Don't forget that some are probably investors in companies that provide treatment(s) for the various ailments that develop from smoking.

I frankly have never smoked a cigerette and crashed my car because I did not have the ability to control it. It wasn't very long ago when the ATF was going to hand over the oversight of tobacco to the FDA. The FDA told the ATF that if they did gain control of tobacco, that they would ban it. The ATF decided to keep the oversight. Why did this happen? Money.
Another interesting point......#1 Killer in the US? Cancer. Now, cancer, in some cases is lung cancer - which is a direct effect of smoking. No doubt about it. But, when we say Cancer, why does everyone assume that Lung Cancer is the #1 killer among all other cancers combined? Because cigerettes smell bad, and they agitate folks who don't smoke. Last time I checked, there was breast cancer, prostate cancer, liver cancer, colin cancer, exc.exc.exc......Now, some of those are NOT something we do to ourselves. But some of them are PREVENTABLE. Let's take prostate cancer for example. If you catch it quick, by going to your annual check-ups once you hit 30 - you are fine if they catch it then. BUT, if you do not, and it goes unnoticed, You die.
COMPLETELY preventable - but you will not hear anyone say a damn thing about folks not going to the doctor once a year, and, as they say in the non-smoking world - don't say a word about THOSE folks "taxing the American health care system". Ironic huh? I've found that quitting smoking has been MUCH more difficult than going to a doctor............
But I guess, because Prostate cancer doesn't smell, we don't care.........

Call me paranoid, but I'm sure that it links back to the health professionals. Just as I believe we're being denied proper treatments and cures for certain illnesses, I believe that while doctors say smoking is bad, they also condone it to a degree - think... if it weren't for smokers and their ill health, the medical institutions would lose a LOT of money every year, since smoking-related health problems are so prevalent.
Of course, they don't want the entire population to drop dead but, you know, I'm sure they don't mind the odd lung cancer sufferer here and there.
Smoking's a multi-billion dollar business, anyway. A lot of others would lose out. Government, the smoking companies themselves, and prolly even the media. I'm sure the cigarette companies pay huge amounts of money all the time to have their products covertly advertised in movies and television shows.

That is something that gets me mad. Cigarettes are the first cause of death worldwide and still they keep on selling them legally. Then, drugs that are for saving lives have to be prescribed! Cigarettes should be prescribed as well, and as a ethic Medical person you should never ever prescribe them cigarettes! I've heard It's all about population control, but since it creates more CO2 in the world, and that causes global warming, it does the opposite effect when the Arctics melt and you will have a mega over population in areas that are not flooded!
Well they do not get banned because of the money and because of their irrational and evil ways of thinking. War on terrorism should really start on Big Tobacco!

Seriously, one may argue, its with in our rights to smoke. But it with in our rights to damage OTHERS health by smoking? I mean, manufactoriers are creating nicotine so strong, you get physically addicted within your first couple smokes. Some teen gives into peer pressure and smokes a ciggerate or two and *BAM* he is addicted to smoking. But lets start one step at a time, first ban smoking indoors, and stop manufactorers and other poeple doing research and developing even more addictive ciggerates (why is smoking considered not as bad as taking drugs, I mean, HULLO! If you ask me, its WORSE) Then work our way up from there.

Because this is the USA and we have freedom here.
Freedom to overeat,
freedom to drink,
freedom to have sex with whoever we want,
freedom to watch R rated movies,
freedom of speech,
freedom to smoke.
Would you be able to afford taxes if the smokers weren't paying them for you? If they ban smoking, what's next?

Because of taxes. Uncle Sam gets $$$paid$$$ off of it and non-smoking ads make us want to smoke more. They win both ways.

I think that, eventually, it will become an illegal substance. Right now, it is still someones' choice, even though it can kill them, the same way it is their choice to eat unhealthy foods or practice unsafe sex or to sit at home and drink themselves into a coma every night. It just isn't - and shouldn't be - the governments' job to be our nanny and force us to do the things we should be doing.
