Referendum:
The submission of a law, proposed by the Legislature or already in effect, to a direct vote of the people. In Oregon, both houses of the Legislature must vote to refer a statute or constitutional amendment for a popular vote. Such referrals cannot be vetoed by the governor. In addition, to place a referendum on the ballot, supporters must obtain a specified number of signatures from registered voters.

In political science, the initiative (also known as popular or citizen's initiative) provides a means by which a petition signed by a certain minimum number of registered voters can force a public vote on a proposed statute, constitutional amendment, charter amendment or ordinance. Referendum typically refers to a popular vote to overturn legislation already passed at the state or local levels. By contrast, intiative refers to newly drafted legislation submitted directly to a popular vote as an alternative to adoption by a legislature.

A 'referendum' (plural is referenda) is a public vote on a single issue, and anyone who could vote in a general election is eligible to vote in a referendum. The last one to be held in the UK was during the 1970s when the government allowed the public to decide whether the UK should join the European Union.
An 'initiative' is a government policy to solve a particular problem.
