The easiest way to make a website is with HTML. There are many beginner tutorials for HTML and many books in stores. Try your local bookstore for an HTML for beginners book. Once you create an html site you have to find a host for your site such as www.brinkster.com

How much it will cost will depend on what type of site it is, how large the site is, wether you are doing it yourself or hiring a designer, etc. etc. You really need to give more info to get an accurate answer. . . site's start as low as $3.00 on godaddy.com and can run into the thousands of dollars. . . . be more specific.
