Put it right in the washer with detergent and a little diluted bleach. You can even leave the rings on for washing. Then take it out of the washer and hang it back up to dry.

Use a shower curtain liner, VERY inexpensive & available at any department store. That way, if mildew starts to grow, you can just replace the liner with a fresh one. Also, making sure the liner/curtain is pulled closed after showering will allow it to dry thoroughly & lessen the growth of mildew.

Bleach. And then in the future always keep your curatin closed so that it dries after showers. That is the best way to prevent mildew.

Wash it in the washing machine with a mild detergent. Or just toss it and buy a new one.
