What does "10characters" mean?!?

I see this on message boards all the time. Could someone explain the meaning and background of this to me?

Each character is either a space, letter or a number. For example
1234 67890
Mary Poppi
1234 poppi
Thats 10 characters. The space is count as well!

It includes the Alphabets Numrice Characther & Sign Characters.

abcdefghij
1234567890

or
mixed one like

10 letters or numbers or spaces. that means usually you can't type up to 10 things, that counts spaces numbers commas ex.
