The efficiency of a light production device is measured in Lumens per watt. A flourescent fixture will have a slightly higher output of Lumens per watt of electricity consumed, but it is easier to tune the wave length of light output by an LED fixture so that it matches the task better, requiring fewer lumens. If you compare equal light output between LED's and flourescent, Flourescent comes out as the more energy efficient solution, but when you tune the light output of the LED's to match the task you can drop the total quantity of light needed and reduce the energy consumption.
