Where can I get some pics, and not have a copyright issue. Any Internet sites, software, or other sources that I can go to to get pictures (jpeg or gif) and put them on my Website, and I won't have to worry about violating copyright laws.

its up to you how developed a site you want and if you want to use your own domain name

check the websites which provies you the animated gifs.....
Just type in google.co.in in search window as -- free animated gifs or free pictures
There will be no violation if you use those sources...
