It's quite a problem !!!

I'm not sure if you mean a bad or jumpy pic within the screen....or if you really mean static?

You might need to just get a new monitor...
But if you are actually having things cling to your monitor due to static electric charge. Then simply wipe it down with some electronic duster or for a cheaper version (that I use)...a bounce or fabric sheet used after drying clothes.

dont know what you mean by static but try this may help you make sure there are no electrical items around your monitor
and
change your refresh rate
right click on your desktop on an empty space select properties then settings then advanced then adaptor there should be a refresh rate in there try optimal or adaptor default
Also make sure the plug from the monitor is going into the back of your computer okay alot of times the plugs get a play in them and if you move them around alittle you would notice a difference (loose wires where the plug ends)

Replace the monitor. One of the pins are damaged and it's recieving interference. If the Card was damaged it would'nt work at all.
