The seawall in Galveston is at the end of the road. Take I-45 south all the way into Galveston. Just keep going straight ahead. Eventually you will reach Seawall Blvd. where you must turn left or right. You will then be driving on the levee.

I recommend turning right toward the west beach. Look for Hill's Restaurant on the right. Great seafood. Have a nice trip.

Galveston is not protected by a levee. It is protected by a seawall. However, there are sections of the island that are out of the line of it's protection. As you follow I-45 over the the bridge and into Galveston if you remain on that road it will reach in water. There will be a tall wall made of concrete between you and the water. That wall is the seawall.

The seawall which is on seawall blvd. that runs along the Gulf Coast is the levee.
