Isopropyl ... what?
If you are refering to isopropyl alcohol (isopropanol) then, since it is a liquid most probably 28% is (v/v), meaning 28 ml of isopropanol in 100 ml of solution.

Density of pure isopropanol is d=0.785 g/ml =mass/Volume =>
mass=d*Volume = 0.785*28 = 21.98 g in 100 ml solution
=>219.8 g in 1L solution

molecular weight is MW=60.1, so you have 219.8/60.1= 3.66 mole/L

28% IS the concentration of isopropyl alcohol mixed with water. Are you trying to get to the molar concentration, or some other concentration units? 28% generally means 28 grams of isopropyl alcohol mixed in water to give 100 grams of solution.
