The main destination is Portland, OR but my mother, dog, and I need to move somewhere closer beforehand. Like Louisville, KY or Austin, TX. Specifically, I am wondering what the atmosphere is like for displaced New Yorkers in Louisville and Austin. We need a place that's got an animal loving community, a music scene, some good eats and crafts, tolerance of alternative/pagan spiritual beliefs, and rains more than once a year. (Access to casinos and/or a place where one can bartend would also be nice.)

Oh, doesn't have to be Austin/Louisville but both are definitely meeting our high standards.

Louisville is an animal friendly city (with the exception of pit bulls, which may be restricted if a current metro council resolution passes). There are many music venues for every taste all over the city, and tons of good restaurants (many on Bardstown Road and Frankfort Avenue). Louisville has many arts & crafts places, both permanent exhibitions and annual shows, and is a very tolerant city. It does get a decent amount of rain (in fact, it is raining here now), and there is a Caesar's casino on the Indiana side of the Ohio River 14 miles from downtown as well as betting on horses at Churchill Downs where they also have simulcasting for other tracks across the country. There are many bars throughout the city and you shouldn't have a problem finding a place to bartend, but you might want to know that most bars do not close until 4am (and during Kentucky Derby weekend many are open 24 hours).

Go to Montreal or Boston for the best of both worlds but you seem intent on Louisville or Austin so of course the best thing to do is to get out there and get a feeling for the city's vibe.

I found Austin had a great small city feel and the music and bar scene were excellent as well.
