Not an exact answer, but when using search engines, use the .ca extension, and check off the box for searching only Canadian websites.

At this time of year, probably most of the big stores like Walmart and Toys R Us sell puppets, as would many craft shows.

I would guess that any upscale/trendy shopping neighbourhoods would have boutique type toy stores that would carry puppets.
