Yes it is and I'll explain why. Metro Manila is a Metropolis comprised of 14 cities (Caloocan City, Las Piñas City, Makati City, Malabon City, Mandaluyong City, Manila, Marikina City, Muntinlupa City, Parañaque City, Pasay City, Pasig City, Quezon City, Taguig City and Valenzuela City) with a total population of 9 million people. Metro Manila became so big that the gov had to make it into a separate province - the National Capital Region.

However, if you're asking about the capital of the Philippines, Manila is the national capital. Manila City is part of Metropolitan Manila or Metro Manila so don't get confused.
