Thailand - capital city Bankok. Has cheap professional surgery.
Clean, safe and wonderful work.. a few of my friends had things done there and .. they came back looking great. They like it because you can also afford to recover there on the beach etc and relax before you go home.
The surgeons are experienced because so many people get sex changes done there so alot of men get their boobs done in Thailand!

If you go to a different country, plastic surgery is usually cheaper. However you have to pay to get there and back plus for a hotel. It usually adds up to be almost the same as if you had just got it done here. Plus you don't really know the doctors certifications and honestly I don't think that is something you would want to skimp on.
Look around, alot of places finanance and you can have procedures done for like $99 a month, which isn't that bad.

Mt. Pleasant, SC. Its full of rich people, all getting work done, but its not LA. So the not so rich can go there and get whatever done WELL. :-)
Don't go to another country. That's how people get scammed, or die because the surgeon was not certified...
