1) Shut off water -- at the Inlet near the water heater -- IF older house or frozen, then shut off main water valve to house.
2) Shut off energy source to heater -- gas(valve) or electric (circuit breaker)
3) Get on your knees -- giving thanks that you caught it before it got worse.
4) Get sponges/towels, get back on your knees and clean up the mess.
5) If carpet got soaked, you may have to peel it back to avoid mold growth.
6) Call plumber for new water heater replacement - or if DIY'r get new water heater at local HomeDepot/Lowe's, etc.
Water heaters usual path to failure is a leak, not a burst.

First step-close the valve from the water input in boiler
Second step-if is an electrical heater deconnect from the power source.
