Why didn't Hitler enlist the Vincy France in her north Africa colonies to engage USA in operation Torch?

They did engage us. I don't know why France isn't considered an Axis power. The French are lower than facist Italy.

This requires an essay. But in short. The allies were in communication with the Vichy French in North Africa and effectively neutralized their forces by buying off their leaders. Some of the Vichy French forces did oppose the allies but not for long as they were told to lay down their arms by their leaders.
