You should have a sender on it or is this what you call the thermostat?
When you find it there should be 2 wires going to the fan, connect a bulb across the wires and get the sender hot, the bulb should switch on.
If not you will have a faulty sender or no power getting to it, it can happen but usually to me.
So check the power feed wires to the sender, again use a bulb unless you have a multimeter.

The fan wont come on until the temp is well into the top quarter, gpz900's suffered from the same problem, a lot of people fit a bypass switch inside the fairing or a lower temp thermostatic switch .

The fan switch on the radiator is probably bad. It's on the bottom of the radiator with a wire connected to it. It's a temperature switch. When heated up. it tells the fan to come on. Turn on the key and ground that wire (it should have battery voltage) - the fan should come on. If it doesn't, then the switch is bad.

Using a volt meter/ continuity tester ,check thermostat posts with bike cold. Heat the bike up to running temp and check posts again to see if the sender/thermostat grounds. If not your thermostat is bad and needs replacement.

is there any water in the system ? or an air lock, that would stop the sensor working too..is the water pump circulating the water? you've probably checked these but then again worth a try ....

replace the temp sensor, it is not a thermostat or a guage, it tells the fan when to turn on or off
