You have to check the deeds of your house. If you hav a fence on the same line of the house normally if the fixings are on your side then the boundary is your responsibility. If it is a case of overgrowing hedges trees etc then you are allowed to trim the hedge back to tidy it and technically in UK anyway the trimmings can be returned to the owner. If you cut a branch off a neighbors tree because it is a nuisance then the branch and any fruit still belong to your neighbor.

Many municipalites require a setback for planting. Many trees and shrubs will predate the ordinace, or the ordinace was not followed.
If a hedge or tree was planted, or grew on or near enough the lotline that it exists on both sides, than many jurisdictions concider them to be joint property.
Your side is yours, their side is theirs.
Some juricdictions will concider the majority owner liable for upkeep.
If the lotline is not known, then contracting a surveyor may be needed.
Common law has ruled in the past that what is on your property you can treat as you see fit, though there is growing precidance that holds that person liable for failure of the plant due to their actions, and any consiquences.
One case was a root cut by the nieghbor of a tree, the cutting of the root cause the tree to fall over. the person cutting the root was held liable in court, not the owner of the tree.
Another was where the neighbor hacked a hedge back off his side of the property line, then complained about the eyesore. The city said he caused it, but that he did not violate any laws doing so.

If neither owner knows and it's on the property line, you both own it. Not very often do people plant hedges right on the property line, so check to see where your line is.

Go to the county assessors office and look at the plat map. It will show the property line and they will tell you whos property the hedge is on.

Normally you always own the partition walls on the right hand side of property.If the hedge was planted by a neighbor then obvious its their hedge. but if its there when both move in then you both trim your own sides.
