And How would a person be able to enstal it withougt getting caught by the police

Yes.

My guess would be don't be such a ricer. Have the install done discreetly with the tank and lines hidden. Don't have NOS stickered on the side of your car. Don't be an idiot when you use it.

It's legal in most jurisdictions. Therefore the police have no interest in who has it. They only get involved when you drive like an idiot -- with or without NOS.

I am not sure about your state as it seems to vary from state to state. Here it is legal if you have it shut off so it can't be used on the street and just on a track. The shut off has to be a manual type that you can't operate from inside the car.

Its not necessarily is it legal. It's how it's used. If discreetly and in a controlled situation, yes. If abused. expect an autograph cession with your local authorities.
