I noticed you put misled in quotations marks. If by misled you mean that the President was mislead, The Bay of Pigs under Kennedy comes to mind.

Don't think Roosevelt could have prevent WWII as mention earlier. LBJ used Vietnam for personal and political gain.

Bill Clinton by not taking out Osama binLaden when he had the chance! His passing-the-buck only fueled the war on terror, because America (under his watch) was perceived to be soft in dealing with international issues.
