Winning Eleven, also known as Pro-Evolution Soccer.
The new Fifa 06 and 07 seems to be ok, but WE is still the number one world wide.

The best soccer game out there would probably being the Winning Eleven series. The graphics are absolutely amazing, and the gameplay is easy to pick up, but has alot of depth in what you can do with formations and player movements.
I would suggest picking these series of games, rather than steeping low enough to buy a Fifa game.
