The web was invented by tim Berners Lee in 1990. At least it is probably the web what we know today.

Before that there already was the internet, but it was usually used to transfer email messages or scientific information. The Gopher net would more or less resemble the BBSs from "back then", where users would dial up other computers to participate on that board.

And before the internet, the net was the Arpa-net. An invention of the military to get a communications network, that wouldn't fail even if an atomic strike damaged several important parts of it.

I can understand these answers to this question where it is assumed you mean the Internet...

But the idea of WEB has many ideas...

WEB of contacts/friends....social networking/Business Networking
WEB of lies... spy's, deceptions, terrorists...etc...
WEB from a spider
WEB peer to peer (P2P) before the Internet they were called BB S's or Bulletin Board Systems
WEB for power or otherwise known as a power grid
WEB network... an intranet for a business to application and data share.
WEB Internet... answer already given...military created and legislated into common use...

Under all of these ideas I personally feel there is no individual that has created the WEB in the question that you have asked. I would suggest you perhaps expand on your question to get the answer that you may be looking for.

If you mean the internet, the military has had it since the 50's. Al Gore introduced a bill to congress to allow it to be used by civilians, thus his claim.
