No, far from it. Ricky Gervaise was born in Reading, Berkshire which is in the south east of England. Karl Pilkington is from Manchester which is in the north of England and Stephen Merchant is from Bristol, which is in the south west of England.

In order to be a cockney you must be born in the east end of London within the sound of Bow Bells. The Bow Bells are the bells of the church known as St. Mary le Bow or more commonly St Mary's.

I shall post a wikipediea link for you to learn more about true cockneys.

Rick Gervais is from reading. No. he's a midland-er.
Karl Pilkington is a Manc (manchester)
Stephen Merchant is, apparently, from swiss cottage. Closer, but still no banana.

To be 'considered' a cockney, you have to be born within the sounds of the bow bells, in cheapside. This means you effectively have to have been born in Barts (st Bartholemew's) hospital. Accent-wise, they're nowhere near, either.

Edit. Meh. Anything north of Barnet is either midlands or 'The North'.

/London-centric and proud.

Cockney is an accent/dialect associated with people from East London. If you can imagine them saying this, " 'Ow's it goin', guv'na!" - in that sharp nasal tone, that is cockney.

Ricky Gervais grew up in Reading, which is in south England, not London - also, you'll notice he has a nice clear accent without any really nasally tones.

Overall, I'd say no - he is not cockney.

P.S. I don't know about the other 2 people

No he's not.

He's from Reading (which does NOT make him a Midlander as suggested above, Reading is in the South East) so can't be classified as a cockney

To be a true cockney you have to be born within the sound of the Bow Bells.
