Frat boys are college age men who are only in college to be a part of a fraternity and not interested in education.
Twinks- are young gay blond men. They are called twinks because the blond hair is similar in color to the sponge cake of the Twinkies and you can guess the rest of the story regarding the cream center.
Both terms are used in gay culture to refer to a young gay man who is not very intelligent and relies on his looks or his family's money to get by.
