Get a ferry from Tangier to Spain, their is a quick ferry that takes 35 minutes and goes to Tarifa, Spain. We have been on this ferry, it was very good (I've added a link).
Or you can get a ferry from Tangier to Algeciras, Spain but this seems to take about 1 hour (I can't find any websites for this).

Then you should drive or take the bus to Barcelona. The buses are good in Spain and car hire is cheap.

This would be the easiest way, from my experience.

EDIT
I just read the message above. Get the ferry I have suggested and then once in Tarifa (or Algeciras) get a bus, plane or train using the links the guy above has added. This is definitely the easiest way!

Almost any time of the year is good in Barcelona. I was there a winter and got along fine with just a sweater. Barcelona is my favorite city in the world even if I am not from there. You can find all kind of cool places and things to do. Depends what you like.

From tanger to Barcelona, you better get a plane, Tanger may not have a direct flight but you can get one from Marrakesh, Casablanca or Rabat. A ferry will take a long time.

For travel in Spain, between different cities I assume, you can use the plane if they are more than 500 - 700 km away, oltherwise take a train. For nearly the same price, trains are more comfortable than buses. You can also get a trainhotel where you can sleep in and take profit of your time.

Check these websites for info regarding prices and timing.

easier than that and cheaper too.

get across to Gibraltar, only about 20 miles across the med. then fly. we've flew for about 50 euros at budget times and airlines etc.

Noticed this because we used the above site http://www.conference-coordinator.com and that was the route that was suggested when we wanted to visit Gibraltar from Barcelona.
