My taskmanager tells me I'm using 0.1 - 0.9 % of my network.
What can I do to improve net and download speeds?
(programs etc.)

That's not telling you that anything is wrong, only that that's how much of your NICs capacity is in use.

Your NIC is probably running at 100 mbps, while your internet connection is probably between 1 and 5 mbps. Those numbers would be about right.

There's nothing wrong with your system, and nothing that you can do to speed it up aside from getting a faster connection.

This is normal. Your network card is likely running at 100 Mbps, which WAY WAY faster than your actual internet connection. For example, at 0.9%, you are downloading at around 0.9 Mbps, which isn't too bad for a broadband DSL connection.

Dear first Defragment your Hard Disk & Use any Download accelarators. Eg. you can use DAP.
