Has nothing to do with the government (other than the taxes on top of the raw price). OPEC has a LOT of influence on the price of crude oil globally. U.S. companies can offset this somewhat since some of their oil comes from non-OPEC controlled sources. Once the price is determined, the cost of refining and moving the gas is added along with other overhead costs and the desired profit. This is all done at least hourly (although I suspect it runs constantly with up-to-the-second updates), for some reason, by gasoline companies.

The price of gas is composed of 4 things, Crude oil (59%), Taxes (20%), Distribution & Marketing (11%), and Refining (10%).

A change in the price of gas is usually the result of a change in price of crude oil.

Basically the price of crude oil determines the price of many items we use everyday, including gasoline.
