Ethylene glycol comes from reaction of ethylene oxide with water. Ethylene oxide in turn comes either by direct catalytic oxidation of ethylene in oxygen or air; or from reaction with hypochlorous acid, HOCl, to form ethylene chlorohydrin, HO-CH2CH2-Cl, followed with treatment with NaOH.

Ethanol comes either from fermentation of sugar or reaction of ethylene with water.

They are not dangerous, unless you drink too much, ethanol that is. Ethylene glycol is radiator fluid

I'm not going to tell you how to make those substances because first of all they're really dangerous.. and plus if you're a chemist you should aready know..
