Nope. Opium in just about any form is a Schedule II controlled substance. If you tried to order it from overseas, U.S. Customs and Border Protection would seize it right out of the mail. If you were caught with it in your possession you could be charged with possession of illegal drugs -- possibly possession with intent to distribute depending on how much you had in your possession.

The short answer is "no." Opium or its seeds are a controlled substance in the US.

Besides, if you want poppies for your garden, opium poppies aren't very pretty. They're kind of plain and white - I'd go with California poppies myself - legal, and a lot nicer-looking.

Find a place that had a high population of Chinese workers (eg. building the railroad) I am sure there are some in backyards somewhere. I don't know what they look like, so be careful....
